What is the PEM area and the Regional Convention?
The Regional Convention summarizes the rules of origin for many countries in the Pan-Euro-Mediterranean area.
The PEM area is one of the largest free trade communities and offers many opportunities to trade goods in the region with customs concessions. The prerequisite for this is the correct issuance of proofs of preference.
This also includes regularly updating the agreement and summarizing and simplifying rules of origin.
This was done in a revision in 2023. The old rules can still be applied on a transitional basis until December 31, 2025.
This week, German customs published information stating that not all countries have yet ratified the new, revised rules of origin: Customs online - Origin of goods and preferences - Regional convention
From January 1, 2026, the new rules will therefore be mandatory for most countries in the Regional Convention. The remaining countries will also adopt the new rules in the near future.
What do you need to do now?
The current download of the Reguvis preference rules contains the so-called Revised Rules, which will apply from January 1, 2026, in file RUE02. The countries that do not yet apply these new rules are stored in individual agreements.
Start the upload of the rules as usual in the /MCL/PK50 application and select RUE02 instead of the RCT02 file. The new calculations will be performed using the Revised Rules.
As soon as Algeria, Israel, and Lebanon have also confirmed the new rules, Reguvis will make a new download available.
From 2026, supplier declarations will no longer need to be marked with the note “Revised Rules.” Supplier declarations already received will remain valid.
Following that, the Mercoline solution for preference management will offer you the chance to be always up to date with the current Reguvis content for preference rules to issue the proof of preference.
