Russia sanctions - the next package of sanctions is expected in February

After the 15th package of sanctions against Russia was published by the EU on 16 December 2024, the 16th addition to the measures by the EU is expected in February.

Council Regulation (EU) 2024/3192 of 16 December 2024 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine.

Detailed interventions and sanctions

As the current sanctions are slowly taking effect, Russia is stepping up its efforts to circumvent them. Current circumvention transactions are of course still just as punishable as direct deliveries of defined goods or to certain organisations or persons. However, the way in which this is handled is becoming increasingly creative, which is also reflected in the legislation.

In the 15th sanctions package, 32 additional organisations and entities that support military and military suppliers in Russia are included, while the conditions for dual-use goods and technologies that could strengthen Russian security institutions are further tightened. Another part concerns ‘Russia's shadow fleet’, ships that have tried to evade sanctions and are suspected of damaging telecoms cables in the Baltic Sea. These ships are now excluded from ports and locks of EU member states.
